US zero experience in espionage prior to it's 'imperial' phase, if you check out Joseph Farrell or Walter Bosley's books you get all sorts of contrafactual information about intelligence operations going back to before the civil war and upto the modern period. Ambrose Bierce was one interesting character who was almost certainly military intelligence as probably was Wilkes Booth of the Lincoln assassination.

Incredible Talk James. Rt.Hon Leopold Amery actually penned the final draft of the Balfour Declaration. He also had a very famous son called John Amery who when in Germany during the war formed "The British Free Corps" where he convinced captured British soldiers to fight for the Germans, as well as broadcasting truth to the world over the airways. He was very sadly captured at the end of the war in Italy and sent back to Blighty and convicted of High Treason and imprisoned in Wandsworth Prison. He could have possibly escaped the drop by using his fathers influence as leverage but refused. Albert Pierrepoint said "he was the bravest man I ever hung". Apparently!
